Headstones

In leveling the headstones, a base of sand and gravel was prepared. A small amount of soil was removed and was replaced with sand and gravel, wet, and tamped until it was hard and level.

This would give the headstones a sturdy base to rest on and the sand and gravel would also allow water to drain away from the headstones.
